Ministry of Industry and Information Technology Issues "Guiding Opinions on the Innovative Development of Humanoid Robots"

Science and Technology Daily, Beijing, November 2nd (Reporter Cui Shuang) - Humanoid robots integrate advanced technologies such as artificial intelligence, high-end manufacturing, and new materials. They represent a new high ground in technological competition and a new track for future industries, with the potential to become disruptive products. This reporter learned on the 2nd from the Ministry of Industry and Information Technology (MIIT) that, to promote the high-quality development of the humanoid robot industry, MIIT recently issued the "Guiding Opinions on the Innovative Development of Humanoid Robots" (hereinafter referred to as the "Guiding Opinions").

The "Guiding Opinions" proposes that by 2025, an innovation system for humanoid robots will be preliminarily established, breakthroughs will be made in a number of key technologies such as the "brain, cerebellum, and limbs," and the safe and effective supply of core components will be ensured. Whole products should reach international advanced levels and achieve mass production, with demonstration applications in scenarios such as special operations, manufacturing, and livelihood services. Effective governance mechanisms and methods should be explored and established. The aim is to cultivate 2-3 ecologically leading enterprises with global influence and a group of specialized, sophisticated, distinctive, and novel SMEs, create 2-3 industrial development clusters, and foster and develop a range of new businesses, models, and formats.

By 2027, the technological innovation capability of humanoid robots should be significantly enhanced, forming a safe and reliable industrial and supply chain system, building an industrial ecosystem with international competitiveness, and reaching world advanced levels in overall strength. The industry should accelerate towards large-scale development, with more abundant application scenarios. Related products should be deeply integrated into the real economy, becoming an important new engine for economic growth.

The "Guiding Opinions" emphasizes, guided by breakthroughs in AI technologies such as large models and building upon existing mature robot technologies, making breakthroughs in key technology areas including the "brain," "cerebellum," and "limbs" of humanoid robots, and the technological innovation system. Specifically, it is necessary to develop an AI large model-based "brain" for humanoid robots to enhance environmental perception, behavior control, and human-computer interaction capabilities; develop a "cerebellum" to control humanoid robot movement, build a library of motion control algorithms, and establish a network control system architecture; systematically deploy key technology clusters for "machine limbs," creating humanoid robotic arms, dexterous hands, and legs/feet, and tackle key technology clusters for the "machine body," breaking through technologies like lightweight skeletons, high-strength body structures, and high-precision sensing; build and improve the manufacturing technology innovation system for humanoid robots, support leading enterprises to lead and form innovation consortia with industry, academia, research, and application sectors, accelerate the integration of humanoid robots with cutting-edge technologies like the metaverse and brain-computer interfaces, and explore interdisciplinary and cross-domain innovation models.

The "Guiding Opinions" specifies the need to accelerate the application of humanoid robots in special environments, addressing needs such as operations under harsh conditions and dangerous scenarios, and strengthening capabilities for ontology control in complex environments), rapid movement, and precise perception; focus on key manufacturing sectors like 3C and automotive, enhance the tool operation and task execution capabilities of humanoid robots, create demonstration production lines and factories for humanoid robots, and achieve deep application in typical manufacturing scenarios. Simultaneously, expand the service application of humanoid robots in livelihood fields such as healthcare and home services, meet high-quality living needs like health and companionship care, and promote the application of humanoid robots in key industries such as agriculture and logistics, enhancing operational capabilities like human-computer interaction, dexterous grasping, sorting and handling, and intelligent delivery.
