The Third Meeting of the First Council of Shanghai CNGBS Artificial Intelligence Industry Research Institute Successfully Held
Building Consensus, Seeking Common Development – AI Empowers a New Stage of Industrialization

On the afternoon of November 11, 2025, the Third Meeting of the First Council of the Shanghai CNGBS Artificial Intelligence Industry Research Institute (hereinafter referred to as the "Institute") was successfully held in Huichuang International, Jiangqiao Town, Jiading District, Shanghai. In-depth discussions were conducted around core topics such as the Institute's annual summary, strategic planning, industry-university-research collaboration, and project implementation, resulting in multiple consensuses and action plans.
The meeting was presided over by Shen Xiaopeng, Chairman and President of the Institute, and was attended by all council members, representative supervisors, and special guests. The special guests included Kong Linghe, Deputy Director of the Artificial Intelligence Division of the Shanghai Municipal Commission of Economy and Informatization; Su Yuezeng, Dean of the Suzhou Research Institute of Shanghai Jiao Tong University; Wu Jun, Vice Dean of the School of Computer Science at Shanghai Jiao Tong University; Professor Zeng Dan, Head of the Communication Engineering Department at Shanghai University; and Wei Jianxin, President of the Shanghai Industrial Technology and Finance Association.
I. Multiple Important Reports and Proposals Reviewed and Approved
The meeting first reviewed and approved the "Council Meeting Agenda." Subsequently, Chairman Shen Xiaopeng presented the "2025 Annual Work Report" on behalf of the Institute, systematically reviewing the Institute's progress in platform construction, technology transfer, industrial cooperation, and standard setting. He also pointed out areas for improvement in resource integration and technology implementation.

The meeting focused on reviewing the "Plan for Deepening the Strategic Focus of 'AI Empowering New Industries'." This plan clarified the Institute's development goals for the next five years: to build itself into an influential innovation platform for the integration of AI and manufacturing in the Yangtze River Delta region, focusing on directions such as intelligent manufacturing, industrial large models, and high-end equipment, while strengthening technological breakthroughs and industrial synergy.
II. Focusing on Key Topics, Forming Consensus and Action Directions

The attending guests engaged in lively discussions on topics including the Institute's positioning, operational model, resource connection, and project implementation, reaching the following consensus:
Clarify the Institute's Positioning: The Institute should focus on industrial transformation and resource integration, strengthen independent operations, and enhance trust from the government and society.
Strengthen Industry-University-Research Collaboration: Promote the trinity model of "Scientist + Engineer + Capital" to facilitate the connection between university research achievements and corporate engineering capabilities, accelerating technology implementation.
Deepen Policy and Resource Connections: Proactively engage with government departments such as the Shanghai Municipal Commission of Economy and Informatization to secure special support like the "Unveiling and Leading" mechanism, promoting project applications and funding acquisition.
Promote the Implementation of Key Projects: This includes projects like nuclear power welding robots, AI vision standardized products, and military inspection equipment, striving for large-scale delivery.
III. Looking Ahead: Creating a New High Ground for the AI+ Manufacturing Industry Ecosystem
This council meeting further clarified the Institute's development path and division of responsibilities. In the future, centering on the core mission of "AI Empowering New Industrialization," the Institute will continue to deepen technological research, expand application scenarios, and build an industrial ecosystem, helping Shanghai become a high ground for the AI industry and high-quality manufacturing development.
The Council calls upon all members to unite their efforts, advance pragmatically, and translate the outcomes of this meeting into concrete actions, propelling the Institute to become a significant innovative force in the Yangtze River Delta's AI+ manufacturing sector.
